Job description Project HSE ManagerThe client is seeking an experienced Project Health, Safety & Environment (HSE) Manager to lead HSE activities across large-scale offshore, marine, energy, infrastructure, or industrial construction projects. This position plays a critical role in ensuring the safety of personnel, environmental protection, regulatory compliance, and successful project delivery.Key ResponsibilitiesHSE Leadership & StrategyDevelop and implement project-wide HSE strategies, objectives, and performance targets.Lead risk assessments, hazard identification processes, and mitigation planning throughout all project phases.Provide expert HSE guidance and support to project management and site leadership teams.Ensure compliance with applicable health, safety, environmental, and regulatory requirements.Champion a proactive safety culture across all project stakeholders.Compliance, Auditing & AssuranceConduct regular HSE inspections, audits, and site reviews.Monitor work activities to ensure compliance with company procedures and legislative requirements.Review and maintain risk assessments, method statements, and emergency response plans.Track corrective actions and ensure effective closure of audit findings and observations.Drive continuous improvement initiatives to enhance overall HSE performance.Training & Workforce DevelopmentDevelop and deliver HSE training programs for employees, contractors, and subcontractors.Ensure personnel are trained in emergency response procedures, safe systems of work, and industry best practices.Support competency development and promote active workforce engagement in safety initiatives.Conduct toolbox talks, safety campaigns, and awareness programs.Incident & Risk ManagementLead investigations into incidents, accidents, and near-miss events.Conduct root cause analysis and implement corrective and preventive actions.Prepare HSE reports, statistics, and performance metrics for project leadership.Ensure all personnel have appropriate PPE and safety equipment.Monitor environmental risks and ensure compliance with environmental management requirements.Stakeholder EngagementCollaborate with project teams, contractors, suppliers, clients, and regulatory authorities.Participate in project meetings and provide recommendations on safety and environmental matters.Maintain strong working relationships to support project objectives and HSE compliance.Qualifications & ExperienceBachelor degree in Occupational Health & Safety, Environmental Science, Engineering, or a related discipline.Minimum 5-7 years of HSE management experience within offshore wind industries.Experience supporting large-scale construction, offshore, marine, industrial, infrastructure, or energy projects.Strong knowledge of Taiwan HSE legislation and labor regulations.Class B Occupational Safety and Health Management Technician (乙級職業安全衛生管理技術士) certification required.Experience with HSE management systems, audits, reporting tools, and contractor management.Key CompetenciesStrong leadership and team engagement skills.Excellent communication and stakeholder management abilities.Proven problem-solving and decision-making capability.Ability to manage multiple priorities in a fast-paced project environment.High attention to detail and commitment to operational excellence.Strong organizational and planning skills.Results-oriented with a focus on continuous improvement and risk management.Professional or native level Chinese and EnglishWhat the Client OffersOpportunity to work on complex, high-profile projects in a dynamic environment.Exposure to multidisciplinary teams and diverse stakeholder groups.Professional development and career growth opportunities.A collaborative culture focused on safety, sustainability, and operational excellence.The opportunity to make a meaningful impact on project performance and workforce wellbeing.
